McCaffrey Rejoins Stinson in DC After Time with American Public Power Association

Stinson LLP is pleased to announce that Partner John McCaffrey has returned to the firm in its office in Washington, DC. McCaffrey returns after nearly six years with the American Public Power Association (APPA), where he most recently served as Senior Regulatory Counsel.

"We are thrilled to have John back at Stinson, delivering keen legal advice and helping clients strategically navigate complex federal rules and regulations in the rapidly evolving energy industry," Stinson's Energy, Environmental, Mining and Transportation Practice Division Chair Jim Bertrand said. "John's experience with APPA enhanced his legal insight and understanding of the intricacies currently shaping the energy landscape. His proven ability to help clients achieve their goals in a way that prioritizes their business objectives and diminishes interferences to their operations while being perceptive to the varying interests involved will be an asset to the firm and our clients."

A particular focus of McCaffrey's practice has been representing municipal electric utilities in Federal Energy Regulatory Commission (FERC) electric and natural gas matters. He's also experienced in handling energy-related issues before state public utility commissions and federal and state courts. McCaffrey also has significant experience representing electric cooperatives and state consumer advocates in FERC proceedings.

"I'm thankful for the opportunity to return to a firm with a practice that is known for embracing the complexities of the energy industry and its leadership on substantial projects in the areas of utilities, oil and gas, and renewable energy. This move furthers my commitment to being a powerful advocate delivering insightful solutions to our clients."    

McCaffrey has worked on a wide variety of energy regulatory matters, including electric and natural gas market design issues, regional transmission organization-related matters, FERC rulemaking and policy-setting proceedings, North American Electric Reliability Corporation electric reliability policy and compliance issues, utility ratemaking, new interstate gas pipeline project certifications, oil pipeline rate regulation under the Interstate Commerce Act, and energy-related merger reviews. He is also an accomplished administrative litigator, with experience handling appellate matters before federal and state courts.

McCaffrey currently serves on the board of directors of the Energy Bar Association, an international nonprofit association of attorneys active in all areas of energy law.

In his return to Stinson, McCaffrey will serve as co-chair of the firm's FERC Enforcement and Compliance practice group.
